ABOUT US

The Government of Telangana have created Directorate of Enforcement, Vigilance and Disaster Management in the Greater Hyderabad Municipal Corporation and the same came into existence from 13 th March 2018.

The Director, EV&DM will be responsible for the activities of the Enforcement Wing, Vigilance Wing and Disaster Management Wing and will work under the direct control and supervision of the Commissioner, GHMC.

Enforcement

Enforcement Wing

Enforcement operations will be taken up by the Directorate within the limits of GHMC. The necessary powers and authority under the GHMC Act, 1955 viz. issue of notices, Inspection of premises, removal of encroachments, levying of fines and others which are delegated to the Director (EV&DM) for effective enforcement. The scope of enforcement operations shall cover all the issues/subjects which from a part of the GHMC Act, 1955.

The enforcement teams are functioning under the direct control and supervision of the Director. In order to ensure that the teams have freedom of operation, the teams will be functioning in random operational manner and will be tasked with all necessary enforcement operations under the entire GHMC.

These enforcement teams are provided with the required logistics such as vehicles, machinery, IT gadgets, Communication systems etc and function under the control and supervision of the Director for effective enforcement.

Apart from the Enforcement Teams, a Lakes Protection Force (LPF) is also set up for the sole purpose of protecting the Lakes, Open Spaces, Parks and other property in the limits of GHMC. For this, personnel from the Home Guard Organisation, Police department and Private Security agencies are drawn/ deputed for ensuring that encroachment of such assets is prevented.

Vigilance Wing

Vigilance wing of Directorate of EV&DM, GHMC deals with prevention of corruption and maintenance of integrity in public services and for ensuring fair exercise of administrative powers vested in various authorities under the GHMC. Its primary objective is to advise the Commissioner, GHMC in matters relating to corruption, misconduct, lack of integrity or other malpractices or misdemeanour on the part of public servants under the executive power of GHMC.

Enforcement

Disaster Management Wing

This wing will look after the important work of Disaster prevention and Disaster Response. Its functions will include: Identification of issues/structures which pose an imminent danger to the life and property or which cause major inconvenience within the limits of GHMC and relay the concerned reports to the enforcement wing/concerned agency for effective prevention of disasters.

Disaster Response Force (DRF) are placed at strategic places in each zone in order to attend to any emergencies in a rapid manner. Presently there are 8 DRF teams positioned at various places in the limits of GHMC.

Taking up of Disaster response and relief work by Disaster Response Force (DRF) in case of any Disasters/Emergencies for which purpose trained and well equipped multi-disciplinary teams are formed.

The DRF are provided with the necessary vehicles, equipment, machinery, tools and communication systems which will be needed to attend to any emergency/disaster.

These personnel are trained in a Disaster response course and also have regular mandatory training sessions and mock exercises to keep them ready and capable to handle any emergency situation.
